Jackson Carnes, SPCA President
“I endorse Joan Hoyte for Shepherd Park’s Advisory Neighborhood Commissioner. She will bring the needed commitment to working on the most important issues facing our community.”
Jourdinia Brown, former ANC commissioner & long-time Shepherd Park resident
"My name is Jourdinia Brown, and I am asking you to vote for and support my friend Joan Hoyte for ANC SMD 4A02.
Almost from the moment Joan became a Shepherd Park resident in the mid-1990s, she displayed the characteristics of an engaged community leader. I know this because I was the ANC Commissioner of SMD 4A02 at that time. I could always count on Joan to attend ANC 4A meetings. She applied her powerful advocacy skills to testify or submit written testimony at City Council hearings on many important community issues. Joan has tackled quality-of-life issues fairly and head on. Whether it was coordinating neighbors into an Orange Hats Patrol that worked in unison with the MPD to increase public safety; or serving as the Shepherd Park Citizens Association’s President during which she initiated several treasured community traditions, Joan is one of the hidden treasures of this community. More recently, Joan has joined neighbors and the SPCA to rid Georgia Avenue of businesses that were operating illegally outside their licenses.
Importantly, Joan’s legacy of community engagement occurred while holding down a demanding legal career and raising a family. I do not know how she did it. But I am proud to say that her two children, Christie and Chad, are my adopted grandchildren. Joan and her husband David have raised their daughter and son with an urgent sense of integrity, equality, fairness, honesty, justice, and decency.
I am confident that Joan will bring those qualities to her role as our ANC Commissioner. I urge you to join with me in making that a reality."
Iris Parks, former ANC 4A02 candidate and Shepherd Park resident of 22 years
"I am endorsing Joan Hoyte for my Advisory Neighborhood Commissioner (ANC) 4A02. As concerned citizens, we must look at the character of the person we elect at the grassroots level. We need someone to represent and advocate for our community interests and values as they relate to city services and public safety. That person must exemplify basic human characteristics such as, honesty, trust and integrity.
Joan is qualified for this job. She has a vested interested in this community. She and her family are longtime residents of Shepherd Park. She is a wife, mother, a Labor Lawyer, formal President and Vice President of the Shepherd Park Civics Association where she played an integral role in the implementation of the listserv, annual potluck, the annual Halloween Parade, attends and testifies at public hearings against local business establishments that violate city ordinances.
Lastly, Joan is an effective communicator. She will communicate to and for the residents on public safety and city services issues that impact the community and welcome their feedback."
Derek Musgrove, author, professor, and Shepherd Park resident
“Joan Hoyte is a true fighter for for Shepherd Park. When my neighbors and I tried to close down an illegal night club on Georgia Ave in the late 20-teens, Joan was right there with us, sitting through endless alcohol beverage regulatory agency hearings to make sure our voice was heard. I am excited at the prospect of her representing us into the ANC.”

My family and I moved to Alaska Avenue in December of 2021. We live right next to Joan Hoyte and her
lovely family.
As one of the newest families of the Shepherd Park Community, my wife, three children and I have grown
extremely fond of Joan. Her commitment and adoration for our evolving and diverse community was
evident from the moment we became her neighbors. Her thoughtfulness, kindness, and genuine desire to
connect with us exemplifies the type of person she is.
The beautiful tree lined streets, diversity, and growth of this part of the District of Columbia were all
reasons my family chose to move to Shepherd Park.
Shepherd Park will rapidly evolve in the coming years due to the major residential and commercial
developments in the immediate vicinity. Decisions being made now will affect us for many years. Joan is
an experienced public servant with the wisdom, insights, and personal qualities to make the right
decisions and to be an active and present voice for everyone in our community.
It is my huge honor to endorse Joan for the position of SMD 4A02 Commissioner.
Shella Fon, former SP resident of 30 years
"I have been a member of Shephard Park Community since 1990 when my family moved to Alaska Avenue when I was in elementary school. As a child of this community, I grew up appreciating how members of this community always supported each other even when they held opposing political views. One of the many things I have learned from my SP family and friends (demonstrated in the Listserv) is how to make an assessment of a political candidate’s demonstrated values, their accomplishments and the positions they have taken over the years. I value consistency, knowledge, effectiveness and engagement. Joan Hoyte is embodies these characteristics and much more.
It is my immense pleasure to endorse Joan Hoyte for the position of ANC for 4A02. I have known Joan and her family since they first moved to Shephard Park in 1995. Joan is sincerely interested in the entire Shephard Park community and is sensitive to the needs and challenges faced by this community’s diverse members. Joan was part of a team of SP community members that created the SP Listserv, Annual Yard Sale, Newsletter and the Summer picnics that have facilitated meaningful and respectful community relationships over the years.
A vote for Joan Hoyte is a vote for the best interest of the entire Shephard Park Community. She is ready, willing and capable of effecting positive change in our community."
Camara Hudson, attorney and former debate student
"I have had the privilege of knowing and learning from Ms. Hoyte for 15 years. From middle to high school she served as my debate coach at School Without Walls and Alice Deal and she was incredibly dedicated to our success, taking time off work and on weekends to support us.
My time in debate changed the trajectory of my life ultimately leading me to a successful international collegiate debating career and a law degree from NYU. Ms. Hoyte has contributed so much to my life personally and this community. She would be a wonderful representative."
Nathan Ausubel, PhD candidate and former debate student
"Joan Hoyte was my debate coach back when I attended School Without Walls HS (from 2011 to 2015). She did the coaching job as a volunteer and was incredibly dedicated to the Walls debate team. On top of her job as a labor lawyer, Ms. Hoyte poured countless hours into reading over drafts of speeches, while teaching us about crafting arguments and rebuttals, bringing in outside speakers to talk to the team, and chaperoning and championing us at tournaments.
I was very fortunate to have Ms. Hoyte as a debate coach and majorly benefited from her involvement at Walls. For instance, she taught me a lot about making air-tight arguments that proved to be extremely useful when writing papers in college and beyond. She also gave me the confidence to speak comfortably in front of crowds despite me being an unabashed introvert.
Ms. Hoyte always brings a lot of enthusiasm to her work. She is both details-oriented and very empathetic in how she approaches public service. Because of her long record of giving back to the community, dating back well before her time as a volunteer debate coach, I am confident saying that she would be a fantastic ANC commissioner."
